The owner needs to brush the cat regularly to stop it getting the tangles in the first place. But sometimes they are unavoidable, I know because no matter how often I brush my dogs they sometimes get tufts. Try a product called 'Cowboy Magic'. It is meant for horses (tails), but is perfectly safe for other animals (I have used it on my dog). Look for it on E-bay. It is a cream which you rub into the tuft and will soften it so that it can be brushed out.

My cat is a Norwegian Forest Cat and no amount of brushing seems to prevent her getting matting in the britches area where her fur is especially thick and curly.
Usually I have someone else hold her down and I have to cut the mats out. I wait until she is tired from exercise or sleepy after a meal. I have also taken her to the groomers and had her britches shaved back. She seems to be less combative with strangers.
The last time she got them they were really bad, I got some sedative for her and while she was sleepy, I cut them all off. She looked a little lopsided for a while but no more mats.

It depends what part of southern england you live in, there's a vets near me that is also a kennels and a grooming parlour and they take cats as well as dogs in for the intense grooming sessions.

Brush the cat regularly. when you start out, do it very gently, just barely touching the fur. If kitty objects, stop. Then try it again for a stroke or tow. Eventually it will build up to more passes with the bursh. Do this every day. Start with the top of their head and back of neck. but be gentle!

If he already has matted fur and the owner can't get them out then a trip to the vet is in order. He may need to be sedated or put under anaesthetic and have some of his fur shaved. Then the owner needs to make a concerted effort to groom the cat otherwise it will be a constant problem. Long haired cats need combing as well as brushing as a brush won't reach the knots close to the skin. Try getting him used to brushing for very short periods at a time and give him a treat after a short session. Then gradually build up to spending a bit more time and using a comb. Most cats will learn to tolerate a small amount of grooming if the owner is persistant and gets them used to it gradually. And if you do it regularly so that matts don't form, then it's much easier.

my cat gets tuffs but she is 19 so as they don't bother her i leave them they do fall out on their own but grooming does help.
