First of all, it depends upon how short you cut it. Also, how fast your hair normally grows. For example, I cut my hair above my ears. It took me 2 years to grow it out to my lower back. I would probably give it anywhere from 6 months to a year to get it back to your shoulders, again, depending on how short you cut it. It will help it to grow back more quickly if you get your ends trimmed every couple months also.
